Shouldn’t double-clicking on a beat’s Index Card in the Script Window open up the corresponding Edit Beat dialogue?

The trouble with that is that this is already used for editing the title.
But you could imagine a different UI where you single-click to edit the title, and then a double-click can still open the edit beat dialog.
I guess we haven’t given it much attention, because you already have the beat text available for editing. But if you’re in one of the collapsed modes, then you actually have to go into the beat dialog in order to edit the text.
So I believe in this suggestion, and will put it on the list.
